It is relevant to their work but it is not a reference to phase II trials. One of the hurdles of HM using DP cells is that they change their expression when cultured through high passages. These changes cause the cells to no longer be able to create hair when implanted into the skin.
Thus, a first step in figuring out a consistent HM protocol is to figure out how to culture the DP cells in a manner that they remain viable and will grow hair even when cultured through multiple passages. What is being described is ICX’ method of testing the cells to find out the results of their culturing protocols. You wouldn’t just blindly culture cells with various ingredients and implant them into people to see what happens. Instead you check them using this method to find out if the culturing protocol caused the cells to maintain viability. Once you find some protocols that seem to have a lot of potential, you design a trial and inject the cells into the skin.
Keep in mind that this skin flap method in not the TRC method. It is a way of testing the viability of the cells when cultured using various solutions. IOW, in order to get a follicle to form, you need to get epithelial cells to signal DP cells. So you stick them together under a flap of skin and then see if they are capable of growing hair. This mechanism allows cheap, quick, and easy comparison of different cell host types, culture mediums, and other adjustments. Once you find promising protocols, then you ditch the mouse, culture a patient’s cells and inject them into the balding area (I.E. phase II trials that are currently underway using a rolling protocol).
