You can buy the stock in the US via OTC, but you will have to go through an established broker that understands how to make these types of trades. Also, be aware that the liquidity of ICX stock bought in this manner is practically zero. So if you buy, plan on holding on to it for better or worse.
Unfortunately, without UK citizenship, you will not be able to buy the stock through mainstream channels in the UK.
