Why do you think it may affect surrounding follicles if you are only adding grafts to the white spots? I don’t think you need to worry about transection to surrounding follicles adding hair to an area.

Yes, it is possible to transplant beard or robust body hair into scars with good results. It will not damage or transect the adjacent hair follicles.
