You can sugar coat the whole charade however you want, ultimately the consultant (or call him whatever you want) is getting paid by the doctor on a per patient basis, and what does the doctor do? Surgery! It’s a slam dunk if the government wants to press charges.
With all due respect, why not focus your energy on finding a real cure for hair loss? What you are trying to accomplish is to make hair transplant more popular, this doesn’t solve the problem. There will always be bad hair transplants for as long as doctors are offering this to their patients.

Hmmm! I see your point. So what this means is that the counsellor will have to be an employee of the HT doctor. Is that so?

I would certainly talk to an attorney who specializes in employement cases
or a high powered tax attorney, or whatever govt agency regulates this

and the reason being?
To me this is the same as what other doctors are doing already, take a look at Armani’s website for example, he has tons of reps all over the world.
