Its not a matter of fooling anyone.
The girl with painted eyebrows looks pretty good, and if she went out there with these painted eyebrows, she wouldn’t be trying to fool anyone. It is clear that they are painted, but she looks good.
Its a simple, cheap solution, and depending on the implementation, could be viable.
